Airbus to build unsubsidized A350

This from CNN Money:
European planemaker Airbus won shareholder backing Thursday to build a new model whose funding has triggered a transatlantic clash over subsidies, but promised to delay using state loans to try to cool the dispute.
Why does CNN say "unsubsidized" when their report clearly states "delay using state loans"? There is, to my mind anyway, a huge difference between unsubsidized and a delay using subsidies.

In any case, Airbus also announced a slight change in the name of the European owned company when the unsubsidized aircraft is introduced. It will in the future be called "Air / Bus".
