CNN has a taped telephone conversation with New Orleans mayor Ray Nagin in which he says the city doesn't need any help. This conversation was taped on August 30, the day after Katrina hit, with his city filling with water, uncontrolled looting in the streets and a disastrous situation developing in the Super Dome and the Convention Center. If the Mayor of New Orleans didn't know what was going on, in his own city, how could the president have known, or for that matter Secretary Chertoff or Director Brown?
